Brexit: "Associate EU citizenship" plan changes for UK

Instead, Luxembourg MEP Charles Goerens says, the proposal could be part of a new European Parliament resolution on Brexit in early 2017.
Waiting for treaty change would take too long, the liberal MEP says.
The UK government plans to trigger the EU exit procedure before April 2017.
The liberal leader in the European Parliament, Guy Verhofstadt, will be the parliament"s chief Brexit negotiator next year. He supports Mr Goerens"s initiative.
